The issue of both the Guidance to Scottish Local Authorities on Marches and Parades and the Report of the Working Group on Marches and Parades in December will give Local Authorities, the police and march organisers a good opportunity before the legislation is amended on 1 April 2007 to examine all their existing procedures in readiness for the new systems that will need to be put in place.
In line with recommendation 7 of Sir John Orr's report, monitoring arrangements will be introduced at the end of 2007/2008 to see how the local authorities and the police are implementing the new measures.
